Federal law enforcement officials held a news conference Friday morning to release details about a grand jury indictment of Oakland's former mayor, Sheng Thao. A grand jury indicted Thao; her boyfriend, Andre Jones; and two businessmen, David Duong and his son, Andy Duong, for bribery, mail fraud, and wire fraud. Federal investigators said Thao used her two years in office to devise a pay-to-play scheme that enriched herself and her boyfriend.
