21-year-old Dang Tran will make his first court appearance Thursday afternoon.
He is accused of driving under the influence of marijuana when he caused a five-car accident in Fremont on Tuesday, killing three people and sending five to the hospital.
Two of those killed were 9 and 14-year-old sisters Brooke and Christy Limas of Manteca.
The other was identified as 39-year-old Noelle Johnson, who is the girlfriend of the girls’ father.
The family was driving back from a birthday party in the when the crash happened.
Tran is being held at the Santa Rita Jail in Dublin on $195,000 bail.
