SHIPPENSBURG, Pa. (WHTM) – Police arrested a Cumberland County man charged with child abuse.
Oscar Cover, 26, of Shippensburg, is accused of chaining a 9-year-old and an 11-year-old to a desk using a 10-foot metal chain and zip ties.
Police say Cover also tied the victims to a vehicle wheel, making them hold bricks as punishment.
Investigators say he hit the children, leaving severe swelling and bruising.
Cover is facing numerous charges including simple assault and endangering the welfare of a child.
Investigators say Cover was also in possession of drug paraphernalia and a firearm. Cover was not legally able to possess a firearm.
He is in the Cumberland County Prison.
