A man is behind bars for shooting two people at random, injuring one, in East Palo Alto.

The first shooting happened on Monday afternoon at the intersection of Scofield Street and Capital Avenue.

The victim was sitting in traffic when a man pulled up in a silver SUV and shot at his car.

The shooter then drove off and the victim followed him.

Minutes later, the shooter fired at a woman walking and she was hit in the arm.

The first victim stopped to help the woman.

Shortly after, police found the shooter and arrested him.

The suspect in this case is identified as Oscar Alfredo Tapia Carmona, a 30 year old male from East Palo Alto. Tapia Carmona was booked into the San Mateo County Jail on charges of attempted murder, elder abuse, carrying a concealed weapon in a vehicle, and driving with a suspended license. A photo of Tapia Carmona taken is attached.

Police responded to the call of a shooting in the area of Newell Road and Woodland
Avenue. Upon arrival, Officers located a 65 year old female East Palo Alto resident
suffering from a gunshot wound to her arm. Officers also located the reporting party /additional victim, a 35 year old male East Palo Alto resident who was not injured.

The preliminary investigation revealed the male victim was sitting in traffic at Scofield Street near Capitol Avenue on his way to his second job when the suspect drove up next to him. Unprovoked, the suspect pointed a gun at the male victim and shot at him. The suspect then fled in his vehicle, described as a silver sports utility vehicle. When the suspect fled, the male victim started chasing him in his vehicle.

Meanwhile, the elderly female victim was walking home from the 7-11 convenience store where she just purchased some groceries. As the suspect drove on Newell Road at Woodland Avenue, the suspect pointed his gun at the female victim and fired twice at her, striking her in the arm and knocking her into the bushes. The suspect continued fleeing in his car while the male victim stopped to render aid to the female victim.

A short while later, Palo Alto Police located the suspect in Palo Alto on the 400 block of Emerson Street and placed him under arrest. Palo Alto Police also located the suspect vehicle abandoned on the 100 block of Hamilton Avenue.
