PORTLAND, Ore. (KOIN) – A Multnomah County grand jury handed up an 89 count indictment against a software developer and his former girlfriend on child pornography allegations.
David Hyliard, 45, is being held at the Multnomah County Detention Center (MCDC). His bail is set at $1.25 million dollars.
Chelsea Lovell, 25, is also being held at MCDC. Her bail is set at $380,000.
On Thursday, a grand jury indicted Hyliard with 30 counts of first-degree encouraging child sexual abuse, 30 counts of second-degree encouraging child sexual abuse, and one count each of first-degree sexual abuse, endangering the welfare of a minor, and using a child in a display of sexually explicit conduct.
The grand jury charged Lovell with 15 counts of first-degree encouraging child sexual abuse, 15 counts of second-degree encouraging child sexual abuse and one count of meth possession.
According to court records, Hyliard and Lovell have been in an on and off relationship for the last 4 years. Lovell works as an exotic dancer in southeast Portland. Hyliard told court staff during his jail booking process that he works as a software developer.
The case was investigated by the Multnomah County Child Abuse Team and the Portland Police Bureau.
Both Hyliard and Lovell appeared before a judge on Friday.
