ALAMEDA COUNTY (KRON) – The East Bay Municipal Utility District on Thursday released yet another list of about 400 customers who have been fined for excessive water use, according to spokeswoman Andrea Pook.
The latest list shows a mix of new and repeat violators of the Excessive Water Use Ordinance, who in a two-month billing cycle ending in December or January, used more than the 80 unit threshold. The ordinance, which went into effect July 1 as a response to the state’s crippling drought, imposes fines on suspected water wasters.
EBMUD has been periodically releasing names of violators of the ordinance, which fines single-family residential customers $2 for each unit – or 748 gallons – that is used over an 80-unit threshold.
Topping the list of notables is 24 Hour Fitness founder Mark Mastrov, of Lafayette, reduced his total water consumption in half to 382,976 gallons of water in a 67-day billing cycle, down from 632,808 gallons of water in the previous cycle.
Safeway grocery stores CEO Steven Burd, an Alamo resident, who allegedly consumed 230,384 gallons of water over a 68-day billing cycle, equal to 3,388 gallons of water per day.
Burd did reduce the water use at his home from 4,313 gallons of water per day in a previously billing cycle to 3,388 gallons this time around. Burd had once reached 7,255 gallons of water per day during a billing cycle late last year.
Of the 24 cities on the list, Danville had the most water guzzlers with 90 customers followed by Lafayette (67) and Oakland (51).
MAKING GOOD ON CONSERVATION
Buster Posey, the San Francisco Giants star slugger, and Billy Beane, Executive Vice President of Baseball Operations with the Oakland A’s didn’t make the cut in this new report. The two East Bay residents were named in last month’s report and both vowed to conserve water.
Posey’s family used 203,456 gallons of water during their billing cycle. The Giants’ catcher and wife Kristen live in Lafayette, in the East Bay hills, along with their 4-year-old twins, Lee and Addison.
“We take the water stuff extremely serious,” Posey told The Associated Press earlier this month.
‘NOT ABOUT BEING PUNITIVE’
Being in violation of EBMUD’s excessive use ordinance is a misdemeanor and subject to a $2 penalty for each unit over the 80 unit threshold, about 59,800 gallons of water over a billing cycle. The fines may seem inconsequential considering the estimated high household incomes for many of these violators.
But it’s not about being punitive, according to EBMUD officials.
“The message we’re trying to communicate is focused on water conservation, we’re not trying to be punitive,” said EBMUD spokeswoman Abby Figueroa. “It’s meant to be a wake up call. It could be a lot higher, but today it’s not.”
The list containing the names and water usage of about 417 excessive water users was obtained from EBMUD through a public records request.
