Proposal would allow buses to drive on freeway shoulders to ease rush hour traffic

Bay Area traffic is so bad that transporting executives are thinking about turning freeway shoulders into a lane for carpools and buses. 

It would allow buses on stretches that are very congested — like the Bay Bridge, Hwy 87 in San Jose, and the 101 through the Peninsula and parts of 680 — to move on the shoulder during peak commuting hours. 


Right now only authorities and disabled cars are allowed to use the shoulders. 

Transportation executives say the shoulder gives drivers instant relief without having to build more lanes, which of course cost millions of dollars and lots of time.
