‘Peeping Tom’ arrested for sexually assaulting woman in Millbrae

The San Mateo County Sheriff’s Department has arrested a convicted peeping-tom for raping a woman in Millbrae.

The man, identified as 29-year-old Shon Chow from South San Francisco, was arrested and booked into the San Mateo County Sheriff’s Office Maguire Correctional Facility. 


Officials say on Sept. 4, 2018, a victim reported to the Sheriff’s Department that she had been raped. 

The victim, whose identity is being kept confidential, has an intellectual disability and was living by herself in an apartment near her family’s home, according to authorities.

Sheriff’s say that Chow persuaded the victim back to her place where he sexually assaulted her. They say he came back two days later and sexually assaulted her again.

The victim told her parents about the assaults and then reported them to the Sheriff’s Department. 

Authorities say Chow was wanted for peeping into an inhabited building in Millbrae, in addition to having two prior convictions in 2009 and 2010 for peeping into women’s bathroom windows.

San Mateo County Sheriff’s Office and the San Mateo County District Attorney’s Bureau of Investigation worked together leading to Chow’s $250,000 felony arrest warrant for oral copulation, sexual penetration with a foreign object, and rape of a victim incapable of consent, burglary, and disorderly conduct of peeping through a door or window.
