A shelter-in-place had been issued in Walnut Creek due to downed power lines, police said.
But at around 5:30 p.m., the all-clear has been given.
People were being asked to avoid the area of Los Banos Avenue and San Carlos Drive. Power lines were down in the roadway.
Police and firefighters were in the area.

This is a message from the Walnut Creek Police Department. There is currently a Shelter In Place in Walnut Creek on Los Banos Ave and Los Cerros Ave by San Carlos Drive due to live power lines down. People in the area are advised to stay inside. Residents In the surrounding area should avoid San Carlos Drive. Stay off the phone and do not call 911 unless you need to report a life-threatening emergency. Stay indoors until further notice. This incident is expected to last several hours.
