A public health advisory is issued for people who live near the Shell Refinery in Martinez.

Residents in the highlighted areas of Pacheco and Martinez are warned that hazardous materials may be released into the air, and “flaring and smoke may occur, and possibly explosions,” according to the alert phone call.

The warning was issued around 3:30 a.m. when the refinery says they had a “unit upset.” This means there is a potential that odors will reach the refinery boundary, officials said.

People with breathing problems are most likely to be affected.

There is no shelter in place ordered.

The contra Costa county Sheriff’s Office says this is an advisory only, and that “most people will not be affected.”
